When I share the photos in an Album in Shared Library, the others don't see the Album.

What Happens when there is a mix of Shared Library and non Shared Library Objects in a Shared Album.
In my scenario the participants in the Shared Library and the Shared Album would be the same.

Maybe if enough users explain why they need to share folder/album structures in addition to photos and videos, Apple will work out a way to do that.

I have the same issue.
I wanted to share all my family albums using the new Shared Library feature - but after sharing the photos all my family members see are a huge chunk of photos - all in one place - without any albums.
Apple should include the albums structure when adding albums to the Shared Library.
I sent them a feature request about this. I hope you did too.
That is my understanding, the problem is that with over 100K photos curated in Albums, I would like to share them with my Family in a Shared Library, but the folders and albums do not get shared for everyone else to merge their photos into the share together.
Shared libraries and shared libraries are two completely separate things.
They don't work together at all except that you can put things from a shared library into a shared album. Items put in a shared album are copied into it as a separate (reduced size reduced quality) file. Once copied they no longer have any relationship to the library they were copied from.
Shared albums are not really "in" a library at all - you can just access them from the sidebar of photos.
How do Shared Albums and Shared Libraries work together?
