Photos iOS 15.7

When I move a photo to an album, why does it duplicate instead of moving? I have approx 15,000 photos because there are as many as 5/7 copies of same photo then when sync with my one drive it copies ALL 5 copies. Is there an app (free) to clean up duplicates in photos and contacts? Same thing 5-7 duplicates . Is there any easy way to do this I’m unaware of?( I have gmail, yahoo, outlook, iCloud accounts)

Photos you put in album points back to the photo in the camera roll, removing it from the camera roll removes it from the album. That is how it works.

On your iPhone the photos you add to albums are no duplicates. You can add a photo to as many albums as you like, without needing more storage. There is nothing to clean up. You will only get duplicates in photo, if you save the same photo multiple times to Photos. iOS 16 has a built in duplicate detector for Photos. If you really have duplicates in Photos the newer system version may find them.
