I have deleted over 5,000 pictures from my iCloud , over 400 messages , apps, and so much more , and my space has been the same , it has not changed , I have the 200 GB, I pay for it , for iCloud , and my storage is still full…. Why is this?!

If you are trying to free up storage in iCloud, first be aware that this does not free up device storage since device and iCloud storage are different. To free up space in iCloud, follow the steps in this helpful article: Manage your iCloud storage
As far as seeing what's using the most storage on the device itself, navigate to Settings > General > iPhone Storage to see this information. This has more: How to check the storage on your iPhone and iPad
Also, restarting your device refreshes the software and can make your iPhone update the storage usage by the device and in iCloud. This shows how to do this: Restart your iPhone
