Photo sync is stuck on iPhone that I just retired.

Photo sync is stuck on iPhone that I just retired. I transferred all of my stuff from my 12 Pro Max to my new 14 Pro Max. The problem that I am having is that, when I try to sync the photos on the old 12 Pro Max to iCloud, it just gets stuck and stops at 35 photos of 3,116. I have restarted the phone, toggled off backup and clicked/unclicked the pause button. Any suggestions?
