contacts lost after back up

after an automatic back up last night about 10% of my contacts are missing their info, I can still see the text message but the name is missing and when I search the person in contacts they are gone. I have tried everything, toggling contact on and off, restarting phone, resetting network settings, signing out of and back into I cloud. I called apple and they couldn't figure it out even when they escalated the issue to an upper level support person. running IOS 16.0.3, I phone 14 promax

Did you recently delete or remove an email account on your iPhone? I ask because, at times, contacts are associated with an email account and if that email account is removed or deleted from the iPhone, then those contacts are lost with that account as well.

If you recently deleted an email account, then try adding that email account back and see whether those lost contacts are back with it.
