Is there a way to use different credit cards for different automatic drafts for Apple accounts (i.e., one credit card for Apple TV+ (personal use), one credit card for Apple iCloud (work use))?

You have to manually switch the card to be the primary card before the subscription is due. There isn't a way to assign a certain subscription to a certain credit card.

In this day and age, that's the best Apple can do? That's such a hassle. I'll look for other options.
