Aside from asking your wireless carrier to blacklist it, you can't.

Stolen phone and find my phone turned off I need help, someone stole mi phone but not before they saw my pin, they disabled the find my phone feature and now my device doesn´t show in icloud and i cant block it. Can i still do something to block it or find it?

Wondering how the thief was able to enter the correct passcode to access the settings on the phone. You were using a passcode on the phone, correct?
