mac os 13.0 (22A380) dictation not working

Dictation does work intermittently. I found if I log out and log back in. It will reset the dictation. However, how long it resets for it's an unknown. Sometimes its minutes other times it's hours other times its days.

I am currently in contact with Apple regarding this, however we haven't found anything to solve it.

I tried using a Test account without logging into my iCloud and dictation worked flawlessly for 2 1/2 days when I switch back to my regular account. It lasted four hours. I just reset it yesterday so it's been about 12 hours this time.
