Why do I get a error message Billing Address Invalid for Apple Pay?

Thank you for your reply. I cannot sign in to Apple Pay within Payment and Shipping. The Apple software is in a loop and keeps asking for password. As such, I am unable to change my address via Payment and Shipping.

Sign in to your Apple ID account page and edit / update your Apple ID details.
-> edit your billing addres.
(iPhone) Check -> go to -> Settings -> tap your Profile -> Payment and shipping -> Change Address.
Edit the Address -> tap Done.
i signed in at the web address you provided and saw that my billing address is correct. No change is necessary to a correct address. Thank you for your help.
