I created a Project in Photos on my desktop Mac but that project does not appear when I open Photos on my Macbook. I am signed into the same account on both Macs. All the photos and albums appear on both but not the Projects. I'm running Ventura on both Macs.

Projects do not sync via icloud - they are only available on the device you created them.
As a workaround, you can export your slide show as a video, then import that video into photos to view it on your macbook or other devices.
