ipadOS 15.7.1 failed verification because you are no longer connected to the internet

I am trying to update my iPad iOS and I get the following error "ipadOS 15.7.1 failed verification because you are no longer connected to the internet". I am on wifi (no SIM)

Restart your iPad and make sure you are using a stable connection. Don’t connect to VPN or proxy.
