iPhone 14 with iOS 16.1 - Can't Text Photo to Non-iPhone

I have checked message settings - iMessage and Send as SMS are turned on. I have reset network settings. I have done a hard reset on the iPhone. Carrier is Verizon.

Any ideas to resolve this issue so I can text photos to non-iPhone users?
