I understand what you are trying to do. So go to Settings > General > About > Version and tell me what you are currently running.
Try taking the space up to 10GB.
When you go to Settings > General > About > Version what does it show?
So when you tap on Download and Install, or Upgrade to iOS 16 what happens?

Currently trying to get 15.7.1 installed. I have a little over 6gb of free space
