My phone storage is almost full , I purchas 2TB iCloud space. If my phone storage is about to full the data didn’t enter the data into iCloud

Buying iCloud storage does not increase the storage on your phone, it is a fixed size. iCloud is a syncing service, not a storage service. Buying more space on iCloud will not move your data from the phone to the cloud.
