It won’t let me use buttons on the side to force a shutdown either.

You don't want to force a shutdown. You want to force a restart.

Follow the instructions very carefully, especially the part about continuing to hold down the power button until the Apple logo appears.....(do not release the button when you see the slider, keep holding the power button)......
