Apple ID 2 Factor Authentication Work Around

I have 30 iPads currently and I want to set them up Legally, because I work for a business. The issue I keep running into is the apple ID 2 factor Authentication. Some advice on how to set these iPads legally would be appreciated. We are using a purchased app for Documentation and My understanding is as a business we should have 1 Apple ID, per iPad to be legally compliant.

Originally, I just used my cell for 2 factor authentication, but I have hit the limit of how many times my phone number can be used. These iPads are going to staff that are simply not capable of setting up and managing their own Apple ID's. I tried playing around with some MDM's (mostly intune) but I end up needing an Apple ID's to get the Company Portal App.

The only way I can think to set up these iPads is to set up 3 Apple ID's and put 10 iPads on each Apple ID and use my phone as the 2 factor Authentication. However, I believe this would be improper setup and would cause other issues.

In short how do I set up 30 plus apple ID's with 2 factor authentication? or is there a better way.

Celliott147 thanks for the advice. My focus shifted for a few days and I’m back on this now. I am still hoping to get intune as our solution but I still unable to find away to get the intune comp portal on the device with out an Apple ID. I now have in tune condo portal licenses purchased through apple vpp ( apps and books ). I tried using a ABM account as an Apple ID but learned ABM Accounts can’t use the App Store. If you have any more direction I’d appreciate it. I may look at another option if I can’t sort this out this week but more and more intunes seems to require apple ids.

jamf looks like they don’t need ids so might look there next.

apple ids are an issue for us because the iPad is just for reporting at a location and it is shared by multiple staff without Apple IDs and a unfamiliarity with technology. with apples 2 factor authentication requirements I can only use my equipment and accounts so much.
