Preview doesn't automatically open downloaded PDF files

Downloaded PDF's from Safari would auto-open in Preview when using Monterey, but this behavior stopped after upgrading to Ventura. I have to go to the download folder and open manually. Is this a bug, a feature... or some issue with my system?
