Why can’t you have notifications turned on both the watch and phone? I don’t understand why this isn’t a setting option.

Why is there no setting to allow notifications on both the phone and Apple Watch? Sometimes during the day I want notifications to show on my watch and other times it’s more convenient on my phone. I don’t feel like I should have to adjust my settings constantly during the day. Why does it have to be one or the other?
