iPhone 12, IOS 15.7

Personal Hotspot connects to Windows 10 laptop as "No Internet, secured". Did most of the recommended troubleshooting on both the iPhone and the laptop to no avail. Laptop connects to four other wi-fi sources uneventfully. Other iPhones and iPads can connect with the Personal Hotspot too.

Does anyone have any suggestions?
