I have messages backed up to iCloud but on my device they are taking up over 3G. I don’t want to delete as then they will delete from iCloud. Why isn’t this backed up in iCloud instead of on my device?

iCloud works as a synching service and not as an archiving service. Your data remains on your iPhone and also on iCloud. Your data is synced between all of your devices, by iCloud, that are signed on to the same Apple ID. If you delete a message on your device then it will also be deleted on iCloud.
