If you haven't yet, we'd restart your PC and the iCloud for Windows app. After restarting, you can test trying to download and install the update. Restarting often resolves simple issues.


In case it continues, are you using a VPN or security software on the PC? As these are known to cause issues with connecting to Apple's servers: Check VPN (Virtual Private Network) and third-party software to help resolve network connectivity issues - Apple Support You may need to remove this software and restart in order to test this further.


We'd follow all the steps here for this specific issue: If you can't download or install iCloud for Windows - Apple Support Which should resolve issues downloading or installing iCloud for Windows.


Should the issue persist, then it would be best to contact Apple Support

They'll need to take it from here.
