BCC another email address Mac Mail 16.0+

You used to be able to edit the Headers of Mac Mail to automatically BCC another email address, besides your own using this command:

defaults write com.apple.mail UserHeaders '{"Bcc" = "bcc@address"; }'

However, it doesn't seem to work for 16.0 and above. The read command shows shows the BCC however when starting a new email it doesn't come up with the BCC and looking through the headers it doesn't add it as well. Any idea how to get the command to work with the newer versions of Mac Mail?
