I have hard time to upgrade watch3 and i thunk the watch3 need to be downgraded watch3 to ios 6 or lower.

You cannot downgrade
Please update your iPhone to iOS 16.1 first. , then try it again.
On your iPhone look in settings- General - software update - install 16.1
