It was just released a couple minutes ago. Exit the update screen and try again, it should show up.

The initial production release is iPadOS 16.1 - and is slowly rolling-out across Apple’s regional update servers.
Be patient - you should be able to install the update within the coming hours. Apple’s servers will be very, very busy - and with only limited capacity, the update may be a while arriving and installing.
ipadOS is NOT and update, it is an upgrade. You have to scroll to the bottom of the update screen and tap on ipad0S 16.1 is available. I started upgrading my iPad pro about 30 minutes ago.
