Will my screen time transfer with my sim card?
If i have screen time on one phone and i transfer the sim card from that phone to another phone will i have screen time on hat second phone? Also, will I have family sharings on that phone?

Screen time and family sharing are recorded within your Apple ID, not on your SIM card so this should not change with changing SIM cards
