How do I restore an iCloud backup to my new phone that has already completed most of setup except for apps? Old phones backup is available for 21 days.

Erase the iPhone, then set it up again using the iCloud backup.
Settings > General > Transfer or Reset iPhone > Erase All Content and Settings
