force restart does not work

I had the same problem with my wife's iPhone13 mini. We called Apple support on my phone and got a refinement of the instructions:

1. Press the volume-up button quickly
2. Without any pause whatsover, press the volume-down button quickly
3. Hold down the right button for 30-40 seconds

That did the trick. The support engineer could tell that we were waiting too long between steps 1 and 2 because we narrated what we were doing. He was very helpful.
