Hello.

I noticed you are using OS X El Capitan but the resource I found only goes as far back as macOS High Sierra. So, it may be inaccurate in your case,

If you are trying to digitize a "home video" type DVD you could probably use the Photos App. If you are trying to digitize a purchased DVD it is likely protected from being imported because of global media piracy.
