I am trying to set up an external HDD for TimeMachine. I have formatted the drive properly in Disk Utility however anytime I try to select the disk in the TimeMachine interface it will begin setup and afterwards my drive will shows as an APFS Volume in disk utility. Is there anyway to force it to use OS Extended as it is a HDD and I want to prevent wear on the drive.

Im referring to the fact that APFS stores the file metadata with the file rather than in a fixed location, like in OS Extended. This is beneficial on SSD's and any other type of flash memory however it does cause more hardware movement from seeking which can lead to a slight bit of extra wear on those drives
Let's put it another way, you can't prevent wear on an HDD. Eventually they will all fail. An SSD will also fail eventually. Just in a different manner.
As far as where you said "excessive", it looks like you removed it.

A "slight bit" and and "excessive" are not the same thing.
