how do i set restrictions on certain apps without removing everything of that age limit as i still want watch stuff over 12

If you set “12” as age limit, and if you then select/search for movies with a higher age rating, then you will be asked for the Restrictions PIN number in order to access that content. In the Apple TV app, movies for an older audience may be hidden from regular browsing, so you may need to use Search then.
