Apple Watch in Costa Rica
If I buy an Apple Watch SE in the US will it work with Costa Rican phone services? Mine seems to work when I am done there. I have T-mobile.

The built-in cellular features require a carrier plan that specifically includes support for Apple Watch (including the carrier activating the device on the plan).
If buying Apple Watch (GPS + Cellular) in another country, then you would need to buy a model that supports the relevant LTE and UMTS bands for your intended country of use and supported carrier.
You can find out if your carrier supports the Apple Watch cellular features.
