Why do so need to sign up for Apple Music subscription in order to synch my music and playlists. And before you say use iTunes, iTunes forms show the playlists on the old phone in iTunes. It lists only the music.

Are you attempting to sync music and playlists to multiple devices? With Apple Music, having Sync Library enabled will since the music and playlists to all devices using the same Apple ID.
