Anyone else having this issue after the latest iOS 16.0.3 update? I was unable to download any apps and it is stuck at the spinning wheel. As for updating apps via my profile on App Store, I'm stuck at the loading indefinitely.
The only workaround I have as of now is to reboot my phone every time I need to update or download an app which is inconvenient.

You need to have a good Service & Wi-Fi.
If they are On, turn Off Hotspot & VPN.
Charge the battery > 70%.

Wifi signal is good and I’m able to connect to the internet for all other apps/safari.
both VPN and hotspot are off at all times
battery is more than 70% when I tried updating
spoke with their support but no resolution either.
Only change I made in last week was to upgrade to 2TB of iCloud storage.
That have nothing to do with OP problem -> Unable to update or download app.

Yes exact same issue / experience as you. Have tried all the suggested fixes on this thread but to no avail. Tried over different WiFi networks, 5G etc.
I am having exact same issue iPhone 13 Pro with iOS 16.0.3.
Then go through the thread and see what applies to you.
already have tried what was suggested and no resolution. Only change I made in last week was to upgrade to 2TB of iCloud storage.
