Cancel fo claim applecare+

You have an iPhone that is locked because it was reported lost or stolen and has therefore been locked to the owner with the email address specified.

The first photo you posted even states:

This iPhone has been reported as lost or stolen. If it is found, visit:

https://support.apple.com/found

for further instructions.

If that email address is not yours and it was purchased legitimately, only they can unlock that phone for future use and you will need to contact them to do so.

This has nothing to do with AppleCare+.

Ah, OK, well then you will need to contact them to get it sorted out.

It's all rather confusing as the instructions as to what to do if your device is found are less than clear, but at least you now know how to cancel billing on it.
