Buy gift cards for US users but using foreign credit/debit cards

Could people from outside of the US buy Apple gift cards at apple.com using foreign credit/debit cards but deliver via email to US people? We wish to buy gift cards for our customers in the US as Christmas presents.

Purchasing a gift card in a non-US country I need to send gift cards to our friends in several non-US countries; Europe, Japan, Sweden, etc. I have gotten through the correct site for each country and had no problems until I need to fill out payment information. I'm only given that country as an option; Belgium, Japan, Sweden, etc. The US is not an option. How do I enter my billing address so I can purchase the Apple gift cards in their countries so they can use them? Thanks!

Moving to the U.S. Can I pay with a gift card? So, we are moving from Europe to the United States. We will need to change our App Store region to download local apps, but that requires a credit card issued by an American bank, which can take some time. The question is, can we buy a couple of gift cards from the US App Store or, maybe, Amazon and use them instead to speed up the process?
