I am unable to swipe up and down from my watch face

Why can't I swipe down on my watch, when there is a red dot at top. I have a red dot at top of my watch face, but I am not able to swipe down to see the message. Can anyone help me with that? Thanks!

Restart your Apple Watch should be your first troubleshooting step in attempting to solve that problem.
