This article goes over how to manage blocked phone numbers that have been blocked using the iOS. Block phone numbers, contacts, and emails on your iPhone, iPad, or iPod touch
On your iPhone go to Settings > Phone and tap Blocked Contacts to see the list. From there tap Edit at the top right and the minus sign next to numbers you no longer want blocked.
