How do I sync my apple iPhone with my Apple iPad? Also… How do I know if my iPhone and iPad have the same Apple ID?

You sync them by having the same Apple ID signed in everywhere. Check Settings/Your Name to see what ID is signed in there. Also check other settings such as FaceTime, Messages, iTunes and the App Store.
