Family sharing - iCloud storage

Hi,

I have family sharing on (Apple one premier) and both my (adult) daughters appear on it. Apps, purchases etc are shared and looking at both of their subscriptions, they both have iCloud + showing.

However when I tap on ‘family usage’ only one of them appears.

Can anyone advise on how to get my other daughter on the storage plan?
