can I decrease RAM in 2015 27" iMac from 32 to 16? I upgraded from the factory installed 2x4 gb to 4x8 gb and wonder if I can take out 2 of the 8gb modules.

I cannot imagine how theses modules would be more useful outside than inside your iMac unless you wish to install them in a machine that needs more RAM. RAM modules of this kind are dirt cheap these days.
