So for the longest time, i have struggled to download a new system on my MacBook pro 2012. Right now I have high sierra, and I don't understand why I cannot download catalina? Is it because my MacBook is old? Can I not longer update my laptop? pls help i really wanna download garageband

Wether you can download a version of Garage Band to Catalina, I cannot say.
Third party software interfering with the normal operation of macOS is a very real possibility. Typical culprits are anti-virus apps, cleaning apps, and third party security software. Try booting into Safe Mode to see if you can download & run the installer. If Safe Mode works, then you have an issue with some third party software.

This happens with time. Maybe you need to take your MacBook to a technician and let them find a solution for it. I had also the same kind of issue and I could see a peach and white color screen, that's it. I took it to a technician and it said that, it seems that some files need to be upgraded here. Hope this helps.
