How can remove my payment info or stop App Store from asking for payment info when I try to download apps
I can’t remove my payment card and yet to download new apps it’s troublesome

If you have an issue with your payment method you will need to resolve it. It will not let you make use of the store services including downloading free apps until the issue is resolved.
Once resolved and as long as you don't have any active subscriptions or pending purchases you should be able to remove the payment method, and it should not ask for it again.
