There isn’t an option for texting/messaging and it’s not working for any app.

this did NOT solve the issue.

Which app is that? It appears that the Microphone is not available to that app. You can open Settings ➡️ Privacy & Security ➡️ Microphone: Here you can set the switch next to that app to ON.
