Is there any way to get my locked phone back on find my after I have removed the device when I shouldn’t have?
Can I get my iPhone 11 back on the Find My app after removing the device but I shouldn’t have?

Have you tried signing out of Settings/Your Name, restarting the phone, and then signing back in? After signing back back in, go to iCloud and make sure Find My Phone is set to sync. Then check the Find My app.
