I've done this one other time and it worked. Not sure what the issue is... I looked at the permissions for the file and those look all good. Please let me know if you can help or have any suggestions!

Try rebooting the Mac.
Try booting into Safe Mode to see if you have the same issue. If Safe Mode works, then you most likely have some third party software interfering with the normal operation of macOS. Usual culprits are anti-virus apps, cleaning apps, and third party security software.
Are you using the native macOS compression tools from within the Finder or are you using a third party app?
Also what version of macOS and where are the items located you are trying to Zip? Does it also happen when trying to Zip another file/folder?
