Cannot change country
i am unable to change country or region on my Apple AppStore since I have some credit balance. I’m unable to spend on any. Please help and remove my credit from App Store..

Nobody on these boards can. Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it.
