Pip mode is not working on iPhone 13

I notice mine do it on safari on the YouTube site. If say I am on rumble it works every time. But on YouTube I have to try multiple times and eventually it works. I do notice it works better if I swipe up and select messages (vs another app) and it starts PIP automatically it does it more likely than selecting the option when I am in the video. (It works for a moment then goes away)

I am not up to date on IOS, I need to update and see if the fix is in already.

Is there a particular app that you are using and watching the video? NOTE: It is up to the individual app to ensure that PIP is an available feature on it.
