OK go to https://appleid.apple.com and sign in then look at Payment Methods in there
Change Billing Address and Shipping Address

Start at Settings, [your name], Payments and Shipping
This assumes you have not changed country.
Yes, I’ve updated that portion but when I purchase from the iTunes Store it comes up as address that I lived four years ago.
