How do i update emirate in apple ID?

I am having trouble updating shipping address, its asking to select emirate, however the option of Dubai is unavailable since their no selection drop down their! So whenever i go to settings their is always a notification on payment & shipping option, i tried everything that could be done, adding new payment adjusting new address. Doesnt seem to work!!
