iPhone messages still send read receipts even though I turned it off.

This feature is turned off but still sending them. I have it off in settings for the app and for individuals.

What you have turned off stops a Read receipt from being displayed on the senders iPhone. The other party has to turn it off on their iPhone if you don't want to see it on yours.
